Position : Supply Chain Officer - Nairobi

Job Purpose
To support the MNCH and Product Introduction Technical Advisor with the focus on demand aggregation, market shaping, pooled procurement and the overall management of the Drug Revolving Fund. He/she will supervise the performance of Mission for Essential Drugs and Supplies, Kenya (MEDS) and CHAN Medi-Pharm Ltd/Gte, Nigeria (CMP) to ensure sustainability of the  Drug Revolving Fund, the procurement, storage and distribution of MNCH innovative product. He/she will serve as a liaison and point of contact for EPN and BMGF and the MoH on matters related specifically to the pooled procurement, quality and availability of MNCH products at the DSO and health facilities levels in Nigeria and Kenya. The candidate will provide overall support to the Project lead at MEDS and CMP and will conduct periodic monitoring of availability in the health facilities. He/she will coordinate the sample collection for MNCH products and their testing using the GPHF minilab, and will organize the shipment of samples which fail the Minilab for compendial testing at MEDS Kenya. He/she will work to achieve the overall target of ensuring MNCH innovative products are affordable and new products are successfully introduced in the FBO health facilities. The position will be based in Nairobi, Kenya with occasional international country travels as needed. The offer and contract are subject to donor funding and approval.
Operational Roles and Responsibilities:

  1. Manage the implementation of program activities in line with project agreements:
    • Organise, participate in and lead project kick-off meetings with member partners and other relevant contacts.
    • Lead the demand aggregation and support the quantification, forecasting, stock management, the establishment and the sustainability of the Drug Revolving Fund (DRF) in conjunction with MEDS and CMP.
    • Link EPN DSOs with AxMedRx and coordinate the partnership in order to build the pooled procurement mechanism for MNCH products.
    • Consolidate the demand of DSOs and coordinate the ordering through AxMedRx, the shipment and reception of consignments by DSOs.
    • Consolidate Supply Chain (SC) data, including on affordability through AxMedRx platform and Pooled procurement, and on availability of MNCH products at MEDS, CMP and health facility levels.
    • Lead the Monitoring of availability in health facilities and guide the team at MEDS and CMP on the sampling and dispatch/shipment of samples to the Minilab and from Nigeria to the MEDS lab in Kenya.
    • Support the budget development and allocation to activities undertaken by the DSOs
    • Develop Annual supply chain work plan and periodic timely reports in line with donor requirements and follow up partners on planned activities
    • Conduct monitoring visits in the selected DSOs/countries, report and evaluate the outcomes.
    • Reports on the availability of MNCH products at the Drug Supply Organisations (DSO) in Kenya and Nigeria (MEDS and CMP), and at the facility level, in collaboration with the DSO project leads.
    • Attend the MoH Procurement and Supply Chain TWG meetings and BMGF partners meetings in Nigeria and Kenya
    • Timely and accurate Project Reporting according to donor requirements
  • Develop and provide regular and end-term assessments and reporting

Education, Skills and Competencies Requirements:

  • A Degree in Pharmacy, with experience in Supply Chain Management, Health Systems Management, regulatory matters, health financing or related field.
  • CILT, CIPS, CHL, Medical Logistics or equivalent certification preferred
  • Minimum of 5 years of supply chain of health commodities experience, logistics experience in the field of essential medicines, health commodities, supply chain, information systems and logistics management systems in sub-Saharan Africa
  • Demonstrated experience in setting up and managing Health Supply Chain Systems including Supply Chain Strategy, market shaping, demand aggregation, forecasting and planning of supplies, procurement planning, and contract management;
  • Good communication skills
  • Proven ability to form and direct technical working groups (TWG)
  • Computer skills and a good command of Microsoft software programs
  • Excellent Reporting skills
  • Excellent multi-stakeholders’ relation management skills
  • Strong writing and presentation skills
  • Project Management experience
  • Knowledge of the Global/Regional and local health systems, the pharmaceutical sector the regulations is of advantage.
