Position : Restoring Family Links Field Officer 2 (RFL) - Yei, Central Equatoria State

PURPOSE
In close coordination with the Deputy Protection Coordinator for RFL, and under the supervision of the Senior RFL Field officer, the RFL/Admin Field Officer, based in Juba, is responsible for the implementation of the main Restoring family links activities in assigned areas, and does so independently. He /she provides regular support to the field teams for the implementation of RFL activities and ensures necessary quality check and implementation of set working procedures.
As Field Officer at the coordination, he/she is ready to replace or support other Field Officers in the field and to carry out activities across South Sudan, according to the needs and operations of the ICRC.
FUNCTION DESCRIPTION

  • Under the supervision of the Senior RFL field officer, implements Restoring Family Links (RFL) activities receiving new cases collected in the field, updating prot6, transmission of information to sub-delegation, ICRC delegations and National society, in the assigned area of responsibility. Organizes cross boarder and internal family reunifications.
  • Answers telephone calls from the beneficiaries, receives or visits them when needed and provides them with the needed assistance according to the delegation's policies and criteria
  • Supports the follow up of RFL activities by field teams through quality checks, coaching and provision of technical support on the procedures set by PROT/RFL dept. Provides independently necessary training and coaching to the newly recruited RFL FOs at the field level in the assigned AoR
  • Support the RFL Juba coordination team to initiate RFL response specially during emergencies.
  • Participates in the development of the RFL strategy in South Sudan
  • Represent the PROT/RFL dept during CPSC (Child protection Sub-cluster) and FTR (Family tracing and Reunification) meeting at Juba level and keep the department informed about the milestones of relevant development.
  • Support the PROT/RFL dept for the follow-up of cases of UASC referred by other child protection actors.
  • Prepare SRs, carries out the administrative follow-ups with LOG in line with the set RFL objectives and budget.
  • When required, provide necessary advice and support to the RFL partnership delegate in his/her work with the SSRC RFL staff and volunteers to organize, implement and monitor their planned activities and strengthen their capacities in the field.
  • Provides translation in any situation with accuracy.
  • In coordination with the senior RFL officer and with the Deputy Protection Coordinator for RFL, prepares and organizes field trips to follow up specific RFL objectives/response and produce comprehensive field trip reports.

Certifications / Education Professional Experience required

  • Bachelor’s degree or equivalent education degree in a humanitarian area, socio-economic development, humanitarian law, human rights or equivalent professional experience with significant numbers of years working in the field of tracing. Post- graduation or master’s degree is an asset.
  • 4-6 years of experience in a humanitarian area, socio-economic development, humanitarian law, human rights or similar position
  • Previous confirmed experience in tracing activities (3 years or more preferably with the ICRC)
  • Fluent in English and Arabic (knowledge of at least one local language) 
  • Very good level in computer skills
  • Skilled in the following competencies: Networking & Communication, Representing the ICRC; Adapting & Learning; Communication (ability to express and exchange views and ideas); Analysis & Synthesis
  • Very good knowledge of ICRC mandate, IHL, and of other humanitarian topics
  • Very good knowledge of geographically assigned environment
  • Flexibility to work in the field (at least 10% to 20% of his/her time).
  • Very Good writing and reporting skills
