Position : IT Specialist - Kigali
As we continue to grow, we are looking for an innovative and solutions-driven IT Specialist to lead our technology infrastructure and operations in Rwanda, ensuring that our IT systems align with business goals and meet regulatory standards.
The IT Specialist you will support all aspects of IT operations in Rwanda, ensuring robust, secure, and scalable technology solutions to support Chipper Cash’s business needs. This individual will manage IT infrastructure, ensure compliance with regulatory requirements, and foster innovation in technology deployment.
Education:
- Bachelor’s Degree in Computer Science, Information Technology, or a related field.
- Professional certifications such as CCNA, ITIL, CISM, or equivalent are highly desirable.
Experience:
- Minimum of 3 years of progressive experience in IT
- Experience in the fintech or financial services industry is highly advantageous.
- Proven experience in managing IT compliance and cybersecurity in a regulated environment.

Key Responsibilities
- IT Operations Management
- Oversee the implementation, maintenance, and optimization of IT infrastructure to ensure uptime and reliability.
- Manage all hardware, software, and networking systems to support business operations.
- Monitor system performance, troubleshoot issues, and implement solutions to minimize downtime.
- Ensure robust cybersecurity measures are in place to protect company and customer data from breaches.
- Develop and enforce IT policies, procedures, and best practices across the organization.
- Compliance and Regulatory Management
- Ensure IT systems comply with local and international regulations, including data protection laws.
- Maintain updated knowledge of regulatory requirements related to fintech and ensure IT systems align with them.
- Act as the primary point of contact for IT audits and provide necessary documentation to auditors and regulators.
- Leadership and Team Management
- Lead and mentor the local IT team, fostering a culture of collaboration, innovation, and continuous improvement.
- Collaborate with global IT leadership to align local strategies with organizational goals.
- Identify skills gaps within the Local Team and organize training or development programs to enhance team capabilities.
- Strategic Planning and Innovation
- Develop and execute the IT strategy for Rwanda, ensuring alignment with Chipper Cash’s regional and global objectives.
- Identify opportunities to leverage technology for process improvement, cost reduction, and business growth.
- Research and recommend new technologies or tools to enhance operational efficiency and user experience.
- Vendor and Stakeholder Management
- Manage relationships with IT vendors, ensuring quality service delivery and cost-effectiveness.
- Collaborate with cross-functional teams to understand IT requirements and deliver solutions that meet their needs.

- Serve as the primary liaison between the IT team and external stakeholders, including regulators and service providers.
Other Responsibilities
- Oversee IT asset management, including procurement, inventory, and lifecycle management.
- Manage the IT budget for Rwanda, ensuring cost control and optimal resource allocation. Develop and maintain disaster recovery and business continuity plans.
- Provide technical support for projects and initiatives as needed.
