Poste proposé : Education Specialist - Yaounde

We are looking for a Specialist in Education and Skills Development.
Duties and Accountabilities:
The incumbent will contribute to policy dialogue with the client on key issues in education and skills development, provide daily implementation support to the government on lending operations, lead and/or contribute to the preparation of new lending programs, and conduct analytical work to inform policy discussions in Cameroon. While this position will primarily focus on Cameroon, the work program may extend to other countries within the unit.
Main responsibilities include:

  • Policy Dialogue and Building Client Capacity: Support the development of client capacity to utilize findings from policy research and analytical work for creating new policies and implementing sector reforms. Provide technical advice on key issues and strategic directions for the country's education sector development, bringing relevant international experience and research to aid in the creation of local solutions.
  • Operations: Lead and/or contribute to the design, preparation, implementation, and evaluation of lending operations in both education and multi-sectoral areas, utilizing the Bank's full range of lending instruments. Mobilize global experience and evidence, adapting them to the local context. Provide day-to-day operational support and advise the government on technical and operational aspects of project implementation for ongoing projects. Collaborate with staff from other global practices on HD/education-related issues, such as development policy operations (DPOs) with HD triggers, and analytical work related to governance, management, and financing of the education sector.
  • Analytical Work and Non-Lending Services: Lead and/or contribute to the design, preparation, and dissemination of analytical products (e.g., sector assessments, policy notes, impact evaluations, public expenditure reviews, country systems diagnostics, case studies) and provide input on various issues (e.g., education finance, management and governance, teacher policies, skills development) that address critical policy questions identified by the client and impact policy and operational design. Work on cross-sectoral teams to contribute to products such as public expenditure reviews, service delivery surveys, and impact evaluations. Contribute to country diagnostics and other core analytical work.

The Education GP is seeking a highly motivated and versatile candidate to join the education team in Yaoundé, Cameroon, and work on a large and growing portfolio. The ideal candidate will demonstrate a blend of technical expertise, client engagement skills, and operational proficiency to support the Bank’s expanding portfolio. The candidate should have:

  • Education:

    • Advanced degree from a recognized university in economics, education, or related social sciences, with a focus on the economics of education.
  • Experience:

    • Minimum of 5 years of relevant work experience in education, labor market, and skills issues.
    • Demonstrated expert-level knowledge of education policy.
  • Operational Skills:

    • Understanding of World Bank processes, including project preparation and implementation support.
    • Knowledge of Bank and Global Partnership for Education (GPE) policies and procedures is desirable.
  • Analytical/Technical Skills:

    • Excellent analytical and technical skills in economics, particularly with a focus on education.
    • Deep understanding of public finance issues.
    • Proven ability to produce high-quality reports under pressure and translate analytical skills into new programs, policies, and operational innovations.
  • Client Orientation:

    • Strong ability to support policy dialogue with government agencies (e.g., Ministry of Education, Ministry of Finance) and other stakeholders.
  • Teamwork and Interpersonal Skills:

    • Excellent teamwork and interpersonal skills, with proven ability to work collaboratively within and across practice boundaries.
    • Ability to inspire commitment to excellence and teamwork in a multicultural team environment.
  • Energy and Flexibility:

    • High levels of energy, initiative, and flexibility.
    • Proactive attitude towards challenges and flexibility in adapting to changing work requirements.
    • Ability to manage multiple competing demands and priorities, and to set realistic priorities for self and others.
  • Language and Communication Skills:

    • Excellent written and oral communication skills in French is essential, and proficiency in English is also required.
    • Ability to write concisely and present technical information effectively to clients and represent the WBG education team among donors and clients.
