Position : Country Manager - Monrovia

Bpay Limited, a subsidiary of BanffPay Limited, is a licensed financial institution regulated by the Central Bank of Liberia. Operating as a Bureau de Change and Money Remittance Business, Bpay is building the largest financial services distribution network in Liberia. Its parent company, BanffPay Limited, is licensed in Canada, Nigeria, and Sierra Leone, with operations spanning over 20 countries worldwide.
We are looking for a Country Manager.
As the Country Manager, you will be responsible for the overall business strategy, market growth, and operational success of Bpay Limited in Liberia. You will oversee all aspects of the business, including remittance services, foreign exchange, payment solutions, agency banking, and compliance with financial regulations. The ideal candidate must have a strong background in fintech, banking, or sales and distribution within the financial services sector.
Responsibilities
1. Business Development & Market Expansion

  • Develop and execute strategies to grow Bpay’s business in remittance, payments, collections, and digital banking.
  • Identify and establish partnerships with financial institutions, fintech firms, and regulatory bodies to drive business growth.
  • Conduct market research to assess customer needs, competitive landscape, and emerging opportunities in Liberia.
  • Develop and implement initiatives to increase customer acquisition, retention, and transaction volume.

2. Agency Network Development

  • Recruit, train, and manage a nationwide network of agents and financial service providers.
  • Ensure agents comply with Bpay’s standards, policies, and regulatory guidelines.
  • Expand Bpay’s footprint by onboarding new agents and strengthening partnerships with existing ones.

3. Operational Leadership

  • Oversee daily business operations, ensuring efficiency, productivity, and high service quality.
  • Implement and optimize operational policies, workflows, and financial controls.
  • Work closely with internal teams to improve service delivery, transaction processing, and system reliability.

4. Regulatory Compliance & Risk Management

  • Ensure full compliance with the Central Bank of Liberia’s regulations and industry standards.
  • Monitor and mitigate financial risks, fraud, and regulatory challenges.
  • Stay updated on changes in financial policies and implement necessary adjustments to maintain compliance.

5. Team Leadership & Organizational Development

  • Build, manage, and mentor a high-performing team across business development, operations, compliance, and customer service.
  • Foster a culture of accountability, innovation, and excellence.
  • Conduct training programs to enhance team skills and ensure alignment with company goals.

6. Stakeholder Engagement & Brand Representation

  • Build strong relationships with key stakeholders, including government agencies, regulators, banks, and fintech partners.
  • Represent Bpay at industry events, conferences, and meetings to strengthen the company’s brand and market presence.

7. Data Analytics & Performance Monitoring

  • Track business performance metrics, market trends, and customer feedback.
  • Provide regular reports to the executive team on business growth, operational challenges, and strategic recommendations.
  • Use data-driven insights to refine business strategies and optimize decision-making.

Qualifications & Skills

  • MBA/Bachelor’s degree in Business Administration, Finance, Economics, or a related field.
  • 9-14 years of experience in fintech, banking, or sales & distribution.
  • Strong knowledge of the financial services industry and regulatory frameworks in Liberia.
  • Proven experience in managing operations, business development, and agency networks.
  • Exceptional leadership, negotiation, and stakeholder management skills.
  • Strong analytical skills with a data-driven approach to decision-making.
  • Experience in digital banking, fintech solutions, or cross-border payments is a plus.
