BACKGROUND ON Ghana IHP:
The purpose of the USAID-funded Ghana Integrated Health Partnership (IHP) activity to strategically contribute to the Government of Ghana’s strategies to reduce preventable maternal, newborn and child deaths, including stillbirths, and improve their overall health and well-being by 2030. Activities are expected to advance Ghana toward increased localization, strengthening the capacity of Ghana institutions and local organizations to introduce, deliver, scale up, and sustain the use of evidence-based, quality MNCH, voluntary family planning, malaria, and global health security services. The project will increase access, utilization and quality of maternal and child health, family planning, malaria, and nutrition services to reduce preventable maternal, newborn and child deaths in northern Ghana.
POSITION SUMMARY:
Project HOPE seeks a Human Resources (HR) Manager to contribute to the overall strategic business and objectives through effective leadership and management of the HR functions in Project HOPE Ghana. The HR Manager will develop and manage the HR functions within the organization to optimally achieve attraction, retention, and development of staff/human capital. S/he is directly responsible for the overall administration, coordination, and evaluation of the HR function, and develops and administers various HR plans and procedures for all staff. This entails the development, implementation, and maintenance of effective people management processes, as well as the administration of staff matters concerning remuneration, benefits and records, human capital management, and support services based on the actualization of potential and motivation to succeed in career.
PRINCIPAL RESPONSIBILITIES:
Strategy Delivery
- Lead the conceptualizing, designing, and implementing of the people strategy to meet Project HOPE Ghana’s programmatic needs.
- Support staff and line managers with change management while facilitating necessary employee support program, as well as legal considerations.
- Develop/Update HR policies, programs, and systems to support the achievement of Project HOPE Ghana’s goals.
- Oversee standardized HR processes throughout Project HOPE Ghana and assist in the development of localized procedures, as required.
- Champion the Gender Equity and Diversity initiative and staff wellness programs in the Ghana office.
- Champion the Prevention of Harassment, Sexual Exploitation, and Abuse (PHSEA) initiatives in the Ghana country office.
HR Management
- Ensure efficient recruitment and staffing to meet programmatic and operational needs of Project HOPE Ghana.
- Ensure effective onboarding, induction, and orientation of the staff and that staff exits are appropriately managed.
- Provide advisory support to line managers and the Senior Management Team on all HR aspects, as required.
- Develop best practices in HR management.
- Provide direction in the annual HR planning process and prioritizing activities for the HR department including staffing and organization, reward management, Ghana office structure, staff contracting, and exit processes.
- Advise the country office leadership on HR needs and surpluses and the required action.
Staff Development
- Oversee the implementation of staff development and ensure talent development and management.
- Advise on staff training needs and support the implementation of both formal and informal staff training programs.
HR Policies, Procedures, and Reporting
- Formulate, maintain, and update HR management policies for Project HOPE Ghana, ensure standardized HR processes are implemented across Project HOPE Ghana offices, and assist in the development of localized procedures, as required.
- Ensure that all contracts (i.e. employment, insurance, and consultancy) adequately comply with Project HOPE policy, global policies, local laws, and donor requirements.
- Track audit reports, lead the development of action points, and follow up the implementation of the audit actions points related to HR.
Compensation, Benefits, and Performance Management
- Support the implementation of robust performance management systems in Project HOPE Ghana to achieve program quality and operational efficiency.
- Institute and update a remuneration system suited to Project HOPE Ghana’s specific needs that will optimize staff performance and meet the latest optimal remuneration practices in Ghana.
- Administer benefits programs such as life, health, and dental insurance, pension plans, vacation, sick leave, leave of absence, and employee assistance.
- Lead recruitment, salary, and benefits administration issues to ensure that relevant policies are being adhered to.
- Prepare HR key performance indicators to develop informed and accountable HR management and monitor indicators through periodic reporting.
- Monitor Project HOPE Ghana’s performance management system, proposing to the Senior Management Team actions required relating to performance management.
- Support the creation and maintenance of an enabling working environment and promote staff wellness.
Fulfill other duties and responsibilities as may be reasonably assigned by the Finance and Operations Director.

MINIMUM REQUIRED SKILLS, EDUCATION AND EXPERIENCE:
- MBA in HR management, human sciences, industrial psychology, or other related fields is required. A master’s degree is desirable.
- Minimum of 10 years’ experience of HR management, of which 5 years should have been Head of a HR function or in more senior / independent HR role at professional/ managerial level.
- Solid working knowledge of donor programs is desirable.
- Core competencies required might include ethical conduct, strategic thinking, leadership, decision-making, and financial management.
- Skilled in task orientation and interpersonal/relationship sensitivity. The incumbent should be sympathetic to the needs of others while retaining focus on goal attainment.
- Excellent English communication skills, both verbal and written.
