Position : Operations, Monitoring and Evaluation Manager - Kigali
We are looking for an Operations, Monitoring and Evaluation Manager.
The Operations & M&E Manager is responsible for overseeing program implementation, strengthening operational systems, and leading end-to-end monitoring and evaluation processes. This role ensures that programs run efficiently, data is accurate and actionable, and organizational decisions are driven by evidence and performance insights. The manager works cross-functionally with operations, field teams, leadership, and external partners to deliver high-quality results.
Key Responsibilities
1. Operations Management
- Lead and supervise day-to-day operational activities to ensure smooth program delivery.
- Develop and implement operational policies, SOPs, and workflow improvements.
- Oversee logistics, resource allocation, procurement coordination, and field operations.
- Ensure efficient utilization of staff, tools, and budgets to achieve program targets.
- Identify operational bottlenecks and implement corrective actions.
2. Monitoring & Evaluation Leadership
- Design, strengthen, and oversee the implementation of M&E frameworks, tools, and systems.
- Lead baseline, midline, and endline assessments, surveys, and data collection processes.
- Track program indicators, targets, and KPIs to measure project progress and impact.
- Conduct data quality audits and ensure accuracy, reliability, and completeness of data.
- Support adaptive management through continuous monitoring and rapid feedback loops.
3. Data Analysis, Reporting & Insights
- Analyze quantitative and qualitative data to generate insights that improve operations and program effectiveness.
- Develop dashboards, reports, and scorecards for internal and external stakeholders.
- Prepare monthly, quarterly, and annual M&E reports highlighting progress, risks, and recommendations.
- Present findings to leadership, partners, and donors in a clear and compelling manner.
- Support learning initiatives, evaluations, and strategic planning using evidence-based insights.
4. Team Leadership & Capacity Building
- Manage, mentor, and develop M&E officers, field enumerators, and operational staff.
- Facilitate training on data collection, reporting tools, operational processes, and M&E standards.
- Build a culture of accountability, continuous learning, and performance improvement within teams.
5. Systems Development & Process Optimization
- Lead the design and implementation of digital data collection tools (e.g., KoboToolbox, CommCare, ODK).
- Strengthen monitoring systems for real-time tracking and faster decision-making.
- Collaborate with the IT and data teams to optimize data pipelines and reporting automation.
- Continuously improve operational processes to enhance efficiency and program reach.
6. Stakeholder & Donor Engagement
- Liaise with donors, government agencies, partners, and community stakeholders for reporting and compliance.
- Support proposal development through indicator design, M&E plans, and logical frameworks (logframes).
- Ensure all reporting meets donor requirements and organizational standards.

Known for strong leadership, analytical thinking, and the ability to turn data into actionable insights that improve operational performance, program design, and organizational learning.
Required Qualifications & Skills
- Bachelor’s degree in Monitoring & Evaluation, Statistics, Development Studies, Operations Management, or related field (Master’s preferred).
- 7–10+ years of experience in M&E, operations, program management, or analytics roles.
- Strong knowledge of M&E methodologies, results frameworks, theory of change, and data collection tools.
- Proficiency in Power BI, Excel, SQL, and data visualization or statistical packages.
- Experience managing field teams, operational workflows, and multi-site projects.
- Excellent communication, report writing, and presentation skills.
- Strong analytical, problem-solving, and leadership abilities.
