Position : Monitoring, Evaluation and Learning (MEL) Officer - Nairobi

Job Purpose
To support the Project Team handling the BMGF Project and provide continuous and effective monitoring of project timelines, as well as independently and effectively maintain a dashboard of project implementation and provide regular reports therein. The Monitoring and Evaluation (M&E) Officer will provide technical support and oversight on program-level monitoring, evaluation, and reporting. The M&E Officer will work with the Projects Team to ensure the completion of monitoring and evaluation tasks and timely reporting according to the project-specific monitoring and evaluation plans and in compliance with grant requirements. The position will be based in Nairobi, Kenya with occasional international country travels as needed. The offer and contract are subject to donor funding and approval.
Duties and Responsibilities:
The duties and responsibilities are as follows:
Operational Roles and Responsibilities:

  1. Develop the overall framework, for project M&E, for example mid-term project review, impact assessment, final evaluation, project Performance Monitoring Plan with relevant data collection systems.
  2. Collect data on a regular basis to measure achievement against the performance indicators aligned to the project and strategic plan.
  3. Check and clean collected data, analyse and aggregate findings.
  4. Support project progress reporting, project mid-term review and final evaluation in line with the strategic plan.
  5. Develop the M&E tools such as Dashboards to monitor Project activities
  6. Develop survey questionnaires and conduct analysis of data collected and report on the same
  7. Develop baseline data collection tool for each project component and for all project indicators.
  8. Lead the data collection for Baseline, Midline and Endline Assessment, and prepare related reports to track the current capacities of the facilities and outcomes of implementation of high impact MNCH interventions and health products.
  9. Organise and undertake training with collaborating partners on M&E as required.
  10. Contribute to and occasionally support the development of project proposals
  11. Develop monitoring and evaluation plan for all projects including the development of tools e.g. logical framework/theory of change, indicators matrix, and performance tracking tools.
  12. Support the preparation of monthly, quarterly and annual project performance reports and narrative reports to donors/funding partners
  13. Conduct supervisory and field visits for data collection and validation.
  14. Support the development of project log frames, including performance indicators and their measurement
  15. Assist in the development and/or finalisation of project work plans and keep it updated in accordance with project activities and time frames as relevant.
  16. Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation.
  17. With collaborating partners, review their existing approaches and management information systems and agree on any required changes, support and resources.
  18. Organise and conduct refresher training on M&E for partners as required.
  19. Conduct weekly M&E meetings with project staff to update on project status and progress
  20. Conduct quarterly program review meetings with collaborating partners’ Project leads and M&E officers. 
  21. Conduct outcome harvesting and implement targeted data collection/analysis to inform decision making around program implementation.
  22. Identify lessons learned and develop studies to capture qualitative outputs of projects.
  23. Produce reports on M&E findings and prepare presentations based on M&E data as required.
  24. Support program implementation team to document, disseminate lessons learnt, and best practices.

Knowledge and Skills Required:

  • Degree in Health Data Management or Information Management, statistics, demographics, economics, or related field
  • Minimum of five years of professional experience in an MEL position responsible for implementing M&E activities of international development projects.
  • Experience implementing MEL activities at institutional level
  • Good knowledge of data analysis software like Excel, SPSS, Python, Tableau, Power Bi, Microsoft SQL, STATA, SAS, R, etc
  • Good knowledge of project management, monitoring and evaluation techniques and practices
  • Familiarity with impact assessment an advantage
  • Excellent analytical and reporting skills
  • Ability to work in a team and good interpersonal skills
  • Good organisational skills
  • Ability to deal with people with tact and diplomacy
  • Ability to work independently with a minimum of supervision
  • Ability to work under time pressure and meet deadlines
  • Ability to work in diversified environments.
