Position Summary
The Cooperative and Livelihood Technical Manager is responsible for providing technical leadership, strategic direction, and oversight for all cooperative development and livelihood strengthening activities. The position ensures quality implementation of value chain development, business support, cooperative governance strengthening, economic empowerment, and resilience-building initiatives.
The Technical Manager will offer guidance to field teams, coordinate with government agencies, support capacity-building of cooperatives and producer groups, ensure compliance with donor and organizational standards, and contribute to reporting, monitoring, and strategic planning.
Key Responsibilities
Strategic and Technical Leadership
- Provide technical direction for the design, implementation, and monitoring of cooperative and livelihood interventions.
- Develop and refine technical tools, training modules, and guidelines for cooperative strengthening and market-driven livelihood activities.
- Ensure interventions align with national policies, donor expectations, and HWW programme strategies.
Programme Implementation
- Oversee establishment, strengthening, and mentoring of cooperatives, producer groups, youth groups, and women economic initiatives.
- Support development of sustainable business models, value chain linkages, and market-driven economic solutions.
- Lead implementation of activities related to income generation, vocational training, business development, and climate-smart livelihood strategies.
- Promote financial inclusion through support to VSLAs, cooperative governance training, and enterprise growth.
- Ensure proper beneficiary selection based on agreed vulnerability and livelihood criteria.
Capacity Building
- Train cooperative leaders, business groups, field staff, and community structures in:
- cooperative governance and management
- financial literacy
- business planning and entrepreneurship
- market analysis and value chain development
- climate-smart agriculture and sustainable livelihood practices
- Provide continuous mentoring, coaching, and follow-up to ensure quality and sustainability.
Coordination and Partnership
- Coordinate closely with government ministries (Cooperatives, Agriculture, Livestock, Youth & Women Affairs).
- Strengthen partnerships with local private sector actors, buyers, financial institutions, and input suppliers.
- Represent HWW in technical working groups, livelihood clusters, and cooperative development platforms.
Monitoring, Reporting, and Compliance
- Work with M&E teams to ensure reliable data collection, tracking of indicators, and documentation of livelihood outcomes.
- Prepare weekly, monthly, and quarterly progress updates for management and donors.
- Ensure compliance with HWW and donor policies on procurement, distribution, quality assurance, and risk management.
- Support internal and external audits, donor monitoring visits, and evaluations.
- Ensure proper documentation including cooperative profiles, beneficiary lists, business plans, and progress records.
Market Systems & Value Chain Development
- Lead market assessments, feasibility studies, and value chain diagnostics.
- Promote private-sector partnerships and market linkages for cooperatives and small businesses.
- Identify opportunities for enterprise development, agro-processing, and income diversification.
Accountability, Safeguarding, and Community Engagement
- Ensure adherence to PSEA, Anti-Fraud, and safeguarding policies.
- Establish community feedback mechanisms and encourage accountability to beneficiaries.
- Promote inclusive livelihood opportunities for women, youth, and marginalized groups.
Other Duties
- Provide technical input into proposal development and new livelihood initiatives.
- Undertake any other tasks assigned by the Project Coordinator or Programme Manager.

Essential Qualifications and Experience
- Bachelor's degree in Cooperative Management, Agribusiness, Economics, Rural Development, Livelihoods, Social Sciences, or related field.
- Minimum 3–5 years of experience in managing cooperative development, livelihoods, or economic empowerment programmes.
- Experience in value chain development, market systems, business development, and agricultural or non-agricultural livelihoods.
- Proven experience strengthening cooperatives or producer groups.
- Strong training, facilitation, and mentoring skills.
- Experience working in fragile or emergency settings.
- Excellent communication skills in written and spoken English.
- Strong organizational and project management skills.
- Proficiency in MS Office (Word, Excel, PowerPoint) and basic data systems.
Desirable Skills and Experience
- Knowledge of donor requirements (UN, USAID, EU, etc.).
- Familiarity with market systems approaches, enterprise grants, and cooperative legal frameworks.
- Experience supporting VSLAs, small businesses, and entrepreneurship initiatives.
- Strong analytical, documentation, and report-writing skills.
- Ability to work under pressure, in remote locations, and with minimal supervision.
- Knowledge of local languages and cultural contexts is an added advantage.
Safeguarding and Protection
This position involves direct or indirect contact with vulnerable groups. The incumbent must adhere to HWW’s PSEA, Anti-Fraud, and Child Protection policies at all times.
